SIW IS PREPARING FOR SPRING!!!
Spring officially arrives on March 20, the
Vernal Equinox. That doesn’t mean that it will
instantly turn warm, with green leaves sprouting
and robins twittering, but it’s an encouraging
astronomical marker. And while most plants are
still dormant, paddlers are actively planning
for the coming season, attending events, and
addressing issues relevant to their sport.
Our Feb 21 SIW Member Meeting at Wickiup
included a nice mix of serious discussion,
how-to ideas for initiating an event, and a
terrific photo presentation by Bill & Joyce
Schoon. Our thanks go out to Bill and Joyce,
and to Linn CCD Naturalist Gail Barels for the
hospitality and technical assistance.
Our only official SIW position is that SIW does
not take an official position. This was
reaffirmed during our Feb 21 SIW Member Meeting,
but members also asked to be provided even more
info re paddling-related issues on which they
may want to take action individually, or through
more advocacy-related organizations. Read the
“Issues” item in this News Bulletin, and watch
for a special “Paddler Issues” email within the
next week.
Heads-Up: The second Iowa Legislature “funnel”
is coming on Friday, March 5, and the House may
vote HF2017, probably the bill of greatest
interest to paddlers, up or down prior to that
deadline. If you want to express your opinion
to legislators, the time is now. See “Issues”
below.
As discussed during our Feb 21 meeting, SIW
needs people who are willing to initiate
paddling-related events for 2010. Read the
“Initiator Checklist” item in this News
Bulletin, along with the updated 2010 SIW
Paddler Planning Calendar.
During the Feb 12-14 Iowa Paddlesport Expo in
Indianola, we shared a great breakfast with
Nick, hosted the SIW tabletop display, visited
with lots of folks who have paddled Eastern
Iowa, enjoyed the many exhibits and
presentations, and even purchased a few items at
show-discount prices. Congratulations to Jeff,
Casey, and little Riley on another excellent
Expo!
The Feb 2 IRR Legislative Reception in Des
Moines was deemed a success, drawing advocates
for rivers, clean water, and paddling, along
with an excellent turnout of our state’s
Senators and Representatives. Kudos to the IRR
board for organizing this entertaining,
enlightening, and productive evening.
For the first time in several months we have
some listings in our Buy, Sell, Trade section.
Check them out, and submit your listings for our
next issue.
Please help new or prospective paddlers to enjoy
a safe introduction to our sport by encouraging
them to attend the free March 27 Safe Paddling
Seminar; fun for the rest of us, too.
Canoecopia draws many SIW members to Madison, WI
annually. This year’s event will be held March
12-14; check the info 7 links in the
Canoecopia item, below. If you attend, keep any
eye out for other SIW members, especially in the
snack bar area between presentations. The
Badgers don’t seem to mind a few visiting
Hawkeyes; after all, we sent them Jason
Bohannon.

ISSUES OF INTEREST TO SIW MEMBERS & OTHER
PADDLERS:
As we reaffirmed at our Feb 21 SIW Member
Meeting, SIW is an informal paddler group, and
does not have the organization structure to
consider, evaluate, or establish informed
positions, recommendations, or endorsements
about proposals, projects, or legislative
bills. This should not be construed to mean
that SIW members do not care about such issues,
but at this time they prefer to express their
opinions individually or through a more
advocacy-oriented organization. To this end,
members asked us to increase the flow of
information about such issues, so we’re
highlighting one key, time-sensitive issue here,
and a special email will be forwarded within the
next week.
The Iowa Legislature is currently in session, so
paddling-related bills are in the spotlight.
We’ll be forwarding a special SIW “Issues”
Bulletin in the next week, but one bill is
definitely of interest to paddlers and very
time-sensitive. The second “funnel” is coming
on Friday, March 5, and the House may vote
HF2017 up or down prior to that deadline. If
you want to express your opinion to legislators,
the time is now.
HF2017 Bill would eliminate the requirement for
3” high numbers on human-powered canoes &
kayaks, require the registration of all lengths
of canoes & kayaks, retain the registration
decal requirement but allow its application to
the interior of boats less than 8’.
Status: Passed the Natural Resources
Committee, eligible for consideration by full
House.

SPECIAL SIW “PADDLER ISSUES” BULLETIN COMING
THIS WEEK:
We hope to include more information about
several paddling-related issues, email addresses
for you to contact area legislators, and web
links to several advocacy groups. Here are a
couple of issues we will definitely include:
SF263 Bill would require facilities with a
National Pollutant Discharge Elimination System
permit, allowing discharge of treated wastewater
to a stream or river, to post a sign at the
discharge point. Sign would identify the permit
holder, DNR contact info, warnings as
appropriate.
Status: Passed in the 2009 Senate. .
HF2324 Bill would exempt certain confinement
feeding operations from requirements to provide
manure storage adequate to avoid application on
frozen ground.
Status: Passed the House Ag Committee, eligible
for consideration by full House.
CANOECOPIA MARCH 12-14 IN MADISON, WISCONSIN:
Canoecopia, the world’s largest paddle sport
show, is something that every paddler should
experience at least once, and many become
addicted to attend annually. The odds are that
Canoecopia includes examples of everything you
enjoy about paddling, plus things you may have
never seen or considered. Want to test-sit a
couple hundred different boats? Taste some camp
food? Try your hand at carving a wood paddle?
Talk with boat designers? Hoist boats
exhibiting the latest in high strength, low
weight technology? Lay your hands on some of
that neat gear and clothing you’ve been reading
about? Meet outfitters from far and wide? Get
tips to improve your paddling strokes or rolling
skills? Enjoy photos and stories about paddling
in exotic locations around the globe? It’s all
that and more.
A couple of warnings are in order. There is an
entry fee for Canoecopia ($10 for one day, $15
for all three). Canoecopia frequently coincides
with a Wisconsin State High School Basketball
Tournament; although it appears we may have
dodged that one this year, it is advisable to
book a room in advance.
Canoecopia is sponsored by the Rutabaga Paddling
Shop, which provides a very complete website of
info on presentation schedules, speaker bios,
pool demos, and exhibitors. If you’re on the
mailing list, you should have already received
your hardcopy Canoecopia Gazette in the mail.

PADDLE SMART SEMINAR MARCH 27 AT KIRKWOOD:
The Four Rivers Sail & Power Squadron of Cedar
Rapids will present a seminar to discuss the
sport of paddling. The seminar will be
particularly appropriate for beginners and new
boat buyers, but experienced paddlers are
welcome to attend and contribute by sharing
their knowledge. Seminar topics will include
terminology, equipment, safety, planning, and
local paddling.

REPORT ON FEB 21 SIW MEMBER MEETING:
Nearly 40 people participated in our Feb 21
Member Meeting at Wickiup, with good
representation from Johnson, Jones, & Linn
counties. Everyone seemed to thoroughly enjoy
the discussion, the camaraderie, and especially
the terrific photo presentation.
Bill and Joyce Schoon shared photos of their
paddling trips to a number of locales, including
the Apostle Islands, Maine, Texas, and several
spots in Iowa. The photo show was an excellent
reminder that a) better weather is coming, and
b) spending more time on the water can produce
opportunities for some wonderful scenic and
wildlife photos.
Members reaffirmed that our only official SIW

advocacy-related organizations. The “Issues”
item in this News Bulletin is a quick reaction
to this request, and a special “Paddler Issues”

The discussion regarding the use of simple
checklists to identify what, when, where, who,
why, details, & preparation will hopefully
encourage more members to initiate paddling
events in 2010. (An April land event and our
annual May "Ready, Set, Paddle" are still
open.)
Incidentally, sharing the Wickiup facility with
the Linn County Amateur Photographers netted us
at least one new SIW member. Our special thanks
go out to Linn CCD Naturalist Gail Barels for
the hospitality and technical assistance.
INITIATOR CHECKLISTS—A QUICK HOW-TO GUIDE:
We’re always looking for a few paddling event
"Initiators" to help share the load of getting
SIW associates out on the water more often. Per
the Common Adventure philosophy, "Initiators" of
these paddling events are not serving as
outfitters, instructors, or paddling experts.
Their role is to schedule and coordinate an
event, including dates, times, put-ins,
take-outs, shuttles, basic route information,
and provide common sense reminders re planning &
equipment. If you have an interest, please
contact

coaching are available. Here are a couple of
example “Initiator Checklists,” as discussed
during the Feb 21 Member Meeting. And yes,
we’re still looking for Initiators for April and
May events.

REPORT ON FEB 12-14 IOWA PADDLESPORT EXPO:
Eastern Iowans appeared to be in short supply at
the Iowa Paddlesport Expo in Indianola on Feb
13, but we shared a great breakfast with Nick,
visited with folks at the SIW display, and
enjoyed the many exhibits and presentations. Of
particular interest was Adam Brooks’ account of
his solo kayak trip down the Yukon River last
summer—quite a challenging trip at near-flood
level, with the greatest threats turning out to
be human. Another highlight was Marty Koch’s
paddling photos and narration compiled from
several visits to Glacier National Park. The
annual show is free, sponsored by Canoesport
Outfitters, and a great way to prepare and plan
for the coming paddling season. See you there

REPORT ON FEB 2 IRR LEGISLATIVE RECEPTION:
The Iowa Rivers
Revival annual legislative reception provides an
opportunity for Iowa’s legislative leaders to
recognize that rivers have representation and an
increasing base of support advocating on their
behalf. The purpose of this reception is to
raise awareness and to continue having
conversations about the issues concerning Iowa’s
rivers and our connections to rivers.
The Feb 2 reception, held at the “Noodle Zoo”
restaurant near the capitol in Des Moines, drew
a record number of legislators and friends of
Iowa’s rivers for a casual conversation about
river experiences, the importance of our rivers,
and the many economic, environmental and
recreational resources they provide for our
state.

UPDATES ON EASTERN IOWA WATER TRAILS:
Benton County River Trails Advocates (BCRTA)
is working feverishly on grant applications to
support creation of a 40 mile Cedar River Water
Trail through Benton County. Anyone interested
in helping with the effort should email Tami

Jones County Maquoketa River Water Trail
progress slowed during colder weather, but the
pavilion at Pictured Rocks has been completed.
Larry Gullett, Jones CCD Director reports that,
“The
contractor has started working again on the ramp
at Pictured Rocks. We are working feverishly to
get the project done by the end of May, but it
may be difficult.” Paddlers can follow the

WHO GETS THE $$$? DNR RIVER PROGRAMS REPORT:
Competition for DNR River Programs grants to
help fund water trails and dam modification is
growing increasingly competitive. Over 60
applications were submitted for water trail
projects, but only a few could receive financial
awards. These grants are “cost-sharing.” The
$50,000 in Water Trails grants leverages over
$105,000 in total projects. The $225,000 in
Low-Head Dam grants supports over $880,000 in
total projects.

ASTRONOMY FOR PADDLERS:
Expect a New Moon on March 15 and a Full Moon on
March 30.
March 22: Saturn at Opposition. The ringed
planet will be at its closest approach to Earth.
This is the best time to view and photograph
Saturn and its moons. Saturn's rings will be
nearly edge-on this year and will be very
difficult to see.

SIW SEEKING "INITIATORS" FOR PADDLING EVENTS:
The SIW Steering Committee is looking for a few
paddling event "Initiators" to help share the
load of getting SIW associates out on the water
more often. Per the Common Adventure philosophy,
"Initiators" of these paddling events are not
serving as outfitters, instructors, or paddling
experts. Their role is to schedule and
coordinate an event, including dates, times,
put-ins, take-outs, shuttles, basic route
information, and provide common sense reminders
re planning & equipment. If you have an

The Sticks In the Water paddling group embraces
the "Common Adventure" philosophy, under which
individual paddlers recognize that paddlesports
& other outdoor activities inherently include
some risk of injury or death, and assume
responsibility for the safety of themselves &
the members of their party. The "initiators" of
SIW events are not necessarily outfitters,
instructors, or paddling experts. That said, we
strongly encourage all paddlers to wear PFD’s,
avoid on-water alcohol, & utilize proper
equipment, training, & procedures in pursuit of
a safe & enjoyable paddling experience.

How to Sign Up For The Sticksinthewater Yahoo!
Email Discussion Group

. If you already have a Yahoo! email address,
sign in to your Yahoo! mail and go to Step B
below.
. If you do not have a Yahoo! email address,
follow the following steps. You don’t need to
use this email address for the group, but you
need one at least temporarily.
. Step A: Go to
http://yahoo..com. You will see a "Sign up"
item near the bottom on the right. Select it and
follow the instructions to generate a Yahoo! id
and email address. When you have finished
filling it out, select the "Create My Account".
You will get a "success" screen. Make sure you
go to "Edit your marketing preference" and
opt-out of the items you have no interest in
(probably all of them!).. When you have edited
your preferences, select the "Experience Yahoo"
button. Don’t want to get email at this Yahoo!
address? Don’t worry, you can change it soon...
Now go to Step B below.
. Step B: Go to
http://groups.yahoo.com. In the center of
the page you’ll see a Search box to "Find a
Yahoo! Group". Enter "sticksinthewater" in the
search box and press "Return". Select the
sticksinthewater group. You should see a "Join
this Group" message on the right side of the
page... Click on that button. Fill in the form.
If you want to use another email address to
receive messages from the group, you add it
here. Now is the time to decide what your
message preferences are, so read the options
carefully.. You can change them later if you
like too. Make sure you tell us why you’re
joining! After you finish filling in the form,
select the "Join" button at the bottom.. This
will generate an email to the Yahoo! group
moderators to approve your application to join.
We require these steps so we don’t get lots of
spammers. Make sure you set your email spam
filters to allow messages from the group; this
is particularly important if you have an email
account from Microsoft (hotmail or msn) because
these domains frequently don’t allow Yahoo!
messages without specific action from you.
. In a day or so you should get a message in
your email letting you know you’ve been
approved. Follow the instructions to finalize
your membership. If a couple of days go by and
you don’t see anything, check your spam folder
in case your mail server routed our message to
that location.
. Once you are a group member you can send
messages to all the other members by sending
mail to sticksinthewater@yahoogroups.com. All we
ask is that you treat others as you would like
to be treated; insults, personal attacks,
obscene or foul language, or spamming will get
your Sticksinthewater Yahoo! group membership
cancelled without any second chances.
. If you have any questions, send an email to
canoepam@yahoo.com.. I will reply in a day or
so, usually less. Like the rest of the
sticksinthewater crew, I’m a volunteer with a
